Paul Dix has over 33 years of experience in the Communications industry in the Outside Plant (OSP) construction discipline. This has involved all facets of design and construction for buried, aerial, underground placement, premises entrance and splicing activities. He has worked with major conduit structures, controlled environment vault placements, copper cabling applications as well as fiber optic networks and testing.

Mr. Dix began his communications career in 1978 until 1980. After gaining experience in other fields he returned to the industry in 1989 with a prominent utilities construction contractor as a foreman/ operator and through his initiative and skill proficiencies accepted increasing levels of responsibility up to his final assignment as area manager with that contractor.

He has had responsibilities for projects in Oregon, Washington, Idaho, Montana, Utah and Colorado. He has managed single source provider contracts with Verizon, Qwest (now CenturyLink), AT&T and Sprint Communications as well as bid contracts with these and many other leaders in the industry. Some of these include; AboveNet, Inc., Comspan USA, Inc., Canby Telephone Association, Douglas Electric Coop (DFN), LS Networks, ORCA Communications, Hood River Electric Coop, PacifiCorp, Port of Skamania, Quantum Communications, Q-Life of The Dalles, Windwave Communications, BendTel, Level 3 Communications. He has managed and worked closely with Oregon cities on Fiber Optic plant installations for Albany, Medford, Portland, Sherwood and Monmouth Power and Light.  He has done private sector work managing builds for companies such as Hewlett-Packard, Waste Management Corporation, Sound Transit of Washington, The Confederated Tribes of Warm Springs, Les Schwab Tire Centers, Cascade Divide Data Centers and had involvement on projects for Facebook, Google and Apple. He has worked in tandem with County and State Agencies throughout Oregon and Washington along with all the major Utility Companies. He was instrumental in a large government project for the Department of Energy at the Hanford Reservation in Richland, Washington.

After his tenure of managing an area office where duties beyond OSP project management included project estimation, generalized office duties, customer and public relations, health and safety administration, employee management, as well as providing management guidance for subcontracting efforts in the Oregon area he began his employ with Quantum Communications and for 2 years acted as their OSP manager/ designer. 

While there he refined his OSP design skills, performed feasibility work and NJUNS duties along with working closely with OUNC. He handled construction and splicing oversight and material logistics. He was also involved with City, County and State planning departments along with local engineering firms. 

As recent 2017 he has completed and supported the NESC and Joint Use Work Rule training provided by the Oregon Joint Use Association. He has implemented this training while handling inspection work for Central Electric Cooperative in Central Oregon.

Since July 2015 he expanded the horizon by consulting for QCSTelecom, helping them develop an extensive Fiber Ring in the Hudson Valley in the State of New York along with implementing NJUNS, Dig Safely New York and a Loss Recovery Program into their company operations.

He has brought all his past and recent experience with him as he is now the president of Paul Dix Consulting, Inc. since founding it in March of 2008.
